Resilience in Practice: Why Resilience Programs Stall Before They Reach Maturity

Over the last several years, I’ve watched organizations make real progress in resilience: programs are more structured, testing is more common, and executive visibility has improved. Most organizations understand the importance of resilience far better than they did five years ago. 

But many programs still struggle to move beyond foundational maturity. 

In conversations with customers, I see a common pattern. Organizations invest heavily in planning, governance, and compliance activities, but operational confidence still feels fragile when pressure increases. 

Fusion’s Enterprise Resilience Report reflects the same trend. Many organizations remain stuck between “Programmatic” and early “Orchestrated” maturity, where formal processes exist but operational integration remains limited.  

In my experience, the issue is rarely a lack of commitment. More often, programs stall because of a few operational habits that quietly slow maturity over time. 

The Gap Between Plans and Proven Capability Is Getting Wider 

There’s a growing gap between organizations that can demonstrate performance under pressure and those that assume readiness because documentation exists.

That distinction is becoming more visible as boards, regulators, and executive teams ask harder questions about operational resilience, recovery capability, and evidence of preparedness. Organizations are expected to produce answers faster, coordinate across functions, and validate resilience continuously.  

Many programs continue optimizing for completion rather than operational proof. Three patterns show up repeatedly. 

Waiting for Executive Buy-In Slows Operational Progress 

One of the most common mistakes I see is resilience teams waiting for executive sponsorship before moving critical work forward. 

When leadership hasn’t fully committed, testing gets deferred, data quality stalls, and exercises shrink. The program ends up waiting for executive attention it can only earn by generating the operational evidence it keeps delaying. 

The organizations making progress tend to approach this differently. Instead of leading with presentations or maturity discussions, they lead with findings. 

A focused scenario test against a critical service often surfaces dependency gaps, recovery sequencing issues, or tolerance concerns that were previously invisible. Those operational insights create far more meaningful executive engagement than another roadmap discussion. 

Programs gain traction when resilience becomes measurable in business terms. 

Waiting for Perfect Data Prevents Programs from Learning 

Another pattern I see frequently is teams waiting for the data to feel complete before they test anything meaningful. 

The intention makes sense. No one wants to validate plans against unreliable information. But in practice, waiting for perfect data usually delays progress far longer than expected, and the data improves very slowly (if at all) because nothing is actively validating it.

They focus on the information required to test a critical service credibly, then improve the data through repeated validationThe exercise itself becomes the mechanism that exposes outdated dependencies, unclear ownership, and fragmented workflows. 

This reflects a broader shift happening across resilience programs. Static documentation is being replaced by dynamic operational data that can be validated continuously and used during active response. Imperfect data that’s been tested and improved is more valuable than “perfect” data that has never been challenged or refreshed at the pace of organizational change. Use the test to fix the data. 

Annual Exercises No Longer Match the Speed of Change 

Many organizations still structure resilience testing around an annual cycle: a large tabletop planned months in advance, findings documented, action items assigned, and then the process pauses until the next reporting period. That cadence made sense in a slower operating environment. 

It no longer keeps pace with how quickly risk conditions actually change. Third-party dependencies are in constant motion, technology ecosystems turn over rapidly, and new disruption scenarios continue emerging across cyber, AI, SaaS, and operational infrastructure. 

Annual validation catches a snapshot of an organization that no longer exists by the time the next exercise is scheduled. 

The organizations I’ve seen make the most progress have moved away from relying exclusively on large-scale exercises. Instead, they run smaller, targeted tests throughout the year,  focused on specific assumptions, dependencies, recovery paths, or operational tolerances.  

The goal isn’t simply frequency; it’s closing the gap between what plans say and what operations can actually deliver. That approach is gradually moving resilience validation from a periodic event into an operational discipline embedded in day-to-day decision-making. 

Mature Programs Treat Resilience as an Operating Capability 

Fusion’s Enterprise Resilience Report shows a widening divide between organizations building integrated resilience infrastructure and organizations still operating through static documentation and manual coordination. The difference increasingly comes down to operational integration. 

Mature programs organize resilience around critical services rather than isolated activities. They connect testing, recovery, governance, and operational data into a coordinated capability that can adapt as the business changes. 

That changes how resilience is measured. 

Success is no longer defined by the existence of plans or the completion of annual exercises, but defined by how effectively organizations can validate assumptions, coordinate decisions, and sustain operations under pressure. 

The organizations I’ve seen make the most progress are not necessarily the ones with the largest programs or the most mature frameworks on paper. They are the ones willing to test earlier, expose operational gaps faster, and improve continuously instead of waiting for ideal conditions. That is usually the point where resilience starts becoming operational confidence instead of program maintenance.
